No, this is more like waiting in line for torture, in fact I'm surprised that this hasn't been done as torture yet, it would work. Humanity is very creative with torture techniques and there have been freezing tortures but not this cold, usually it involved taking you outside naked in the winter below freezing and hosing them down with water, and if you were truly dedicated to torturing them breaking the ice off their skin with rubber hoses. This would work, just take that 90 seconds and take it until they start turning blue, warm them up and shove them back in multiple times, it would break most people pretty quick. The agony of freezing and then warming back up and then being comfortable for a few moments and then having the cycle repeat, that would break you. Plus it would leave very little evidence of torture, I'm not endorsing torture but if you need to torture someone and can't get caught this would work very well.
